Romanticizing Democracy and the Decline in American Government

"American democracy is suffering from a dysfunctional political system in which government is paralyzed by a highly polarized, partisan political context.  As a result, our political institutions are unable to address some of the major issues of our time; government gets shut down because of lack of agreement on budgets; we have danced on the knife's edge of a default on our financial obligations.  This talk will explore the deeper causes of this era of highly polarized and dysfunctional government and suggest the most plausible directions for political reform.  In particular, I will argue that American democratic culture is hampered by a uniquely "individualistic" conception of democracy that leads to a system of tremendous political fragmentation. Only by enhancing the strength of our political parties and the political leadership of those parties are we likely to enable the kind of political compromises necessary to govern in America's unique system of separated and diffused political powers."
